Special Services Division


The Special Services Division is managed by a Commander whose primary responsibility is providing general management, direction, and investigation control. Commanders report directly to the Chief of Police. The Special Services Division comprises the General Investigations Unit (GIU), the IMPACT Team, Records and Data Compliance Units, Animal Services, Code Enforcement, and Rental Housing Inspection Program. The IMPACT team is also tasked with protection and order during public meetings pursuant to California Government Code § 38638.

    Commander Frey has a solid background in law enforcement with nearly 26 years of service, beginning his career with the Ione Police Department as a Police Corporal and Sergeant, then with the Amador County Sheriff's Department as a Deputy Sheriff, as well as an Internal Affairs and Background Investigator for the California Department of Consumer Affairs. He joined the Citrus Heights Police Department as a Police Officer in September 2006, was promoted to Sergeant in August 2015, and then to Lieutenant in August 2018. He has held numerous assignments, including Field Training Officer, Mentor, Motor Officer, Traffic Sergeant, Peer Support, Investigations Lieutenant, and SWAT Commander.  Commander Frey has received many awards and citations, including the Distinguished Service Medal, for his role in resolving a high-risk incident with the Department SWAT team.  He holds a bachelor’s degree in criminal justice management, was the past Vice President of the Law Enforcement Chaplaincy Sacramento (LECS),  currently serves as a member of the Citrus Heights Rotary Club, Citrus Heights American Legion Post 637, and is the president of the Citrus Heights Police Activities League (PAL).
