Operations Division
The Operations Division is managed by a Commander whose primary responsibility is to provide general management, direction, and control for that Division. Commanders report directly to the Chief of Police. The Operations Division comprises six Patrol Teams, the Traffic Unit, and the Communications Center.

Operations Division CommanderPhone: 916-727-5500Commander Michael Wells began his law enforcement career with the Oakland Police Department in 2001, where he worked as a police officer and narcotics detective. In June 2006, he was hired as one of the original police officers for the newly created Citrus Heights Police Department. Since that time, he has been promoted through the ranks and worked on a variety of assignments in each division. He was a founding member of the Department’s Special Weapons and Tactic Team and also the Special Investigations Unit, where he spent three years as a detective on the California Multi-Jurisdictional Methamphetamine Enforcement Team (Cal-MMET).
Commander Wells holds a bachelor’s degree in criminal justice and a master’s in business administration. He is a graduate of the prestigious FBI National Academy (Class #287), a rigorous three-month training program in Quantico, VA.
Commander Wells is a Past President and current member of the Kiwanis Club of Citrus Heights. He was a founder and current President of the Citrus Heights Police Foundation. He has partnered with the Hearts 4 Heroes non-profit organization and is the handler for the agency's K-9 therapy dog, which provides critical incident stress relief for members of the department. In his spare time, he can be found attending his kids’ sporting events or trying to sneak in a round of golf if time allows.
Commander Wells will oversee the Operations Division, which includes patrol, traffic, K-9, SWAT, and the Communications Center. Commander Wells’ primary focus is supporting the department’s vision of striving to make a positive impact every day, in every interaction.
